Country: Mongolia (Ulan Bator)

Job Description:
- Review the Government of Mongolia’s present and proposed energy sector policy, strategies, laws, regulations, and sector organizations. Identify gaps between achievements and goals in the sector policy and strategy.
- Review progress of single-buyer model development and sector privatization. Identify policy actions to be required for functioning single-buyer model and promoting sector privatization.
- Review the progress, achievement, and prospect of energy sector investment (including external assistance, ongoing projects, and proposed projects) planned in the energy sector master plan of 2001.
- Review energy consumption (including power generation and loss performance), intensity, and elasticity trend. Identify factors of inefficient energy use and actions to improve energy efficiency. Propose several medium- and long-term energy intensity targets in comparison with countries in similar economic and meteorological condition.
- Review air pollution standard from coal-fired power plants by referring to outputs from Mitigation of Trans-boundary Air Pollution from Coal-Fired Power Plants in North East Asia.
- Prepare policy note specifying gaps and issues in the energy sector, priority agenda and actions for energy sector reform and development including performance benchmarks and size of energy sector investment and its fund sources up to 2020.
- Develop quantitative and qualitative indicators in terms of energy security, environment improvement (air pollution control and greenhouse gas [GHG] abatement), energy diversification, energy efficiency, and improving access to electricity and heat, for selecting candidate projects in investment long list.
- Identify a long list of candidate projects. Distinguish long listed projects for public, public–private, and private initiatives; prioritize short-, medium- and long-term candidate investment projects; and prepare the project summary.
- Conduct capacity assessment of government ministries/agencies in the analysis and planning of the energy sector to identify core capacity development needs.
- Prepare capacity development module and conduct capacity development Training and seminars in the analysis and planning of the energy sector.
2. Sector: Public Finance
Country: Iraq (Baghdad)
Required Position: Project Manager (National)
Expected Period of Input: 6 months
Job Description:
- Provide project management support to e.Gen and its consultants in Iraq
- Provide local logistic support to the international consultants
- Provide support in data collection and analysis
- Provide interpretation support
- Provide support in conducting Training and workshops
- Keep the project accounts and updating the project cash-flows (maintaining expenses, bills, invoices, balance sheet, etc.)
3. Sector: Agriculture
Country: India (Bihar)
Required Position: Agribusiness Policy Expert (International)
Expected Period of Input: 2 months
Job Description:
- Review current policy guidance for the development of agribusiness and agrimarketing in Bihar.
- Coordinate with other consultants in the implementation of a needs assessment and survey of high value horticulture value chain stakeholders and their institutional needs and capacity.
- Support the legal expert to develop an appropriate legal and regulatory framework to present to sector stakeholders.
- Define a policy development process and initiate the strategic needs assessment part of this process.
- Provide a draft for further consultation to be undertaken by the team leader.
4. Sector: Infrastructure
Country: China (Chongqing)
Required Position: Project Management Specialist (International)
Expected Period of Input: 12 months
Job Description:
- Lead overall quality control of consulting services, and coordinate all activities of the consulting team, including liaising with donor, PMOs, IAs, local governments and various institutions involved in the project implementation;
- Establish, update and operate PPMS and develop procedures for usage;
- Advise on measures to improve efficiency of project management and implementation for decision by the Client; propose possible solutions to address pending issues and problems encountered by relevant project participants;
- Guide on the provision of trainings and technical assistance on various fields, e.g. design, construction, procurement, etc.;
- Overall reporting; prepare project progress reports, participate in mid-term review and complete project completion report (PCR) in the format and frequency as required by client; review and endorse reports produced by other team-members before delivery.
5. Sector: Public-Private Partnership (PPP)
Country: Bangladesh (Dhaka)
Required Position: PPP Legal Specialist (International)
Expected Period of Input: 4 months
Job Description:
- Recruit and manage a team of professionals at mid-management level to support the functions of the Legal Department of the PPP Unit;
- Liaise with project sponsors on all legal and regulatory matters pertaining to their proposals;
- Maintain contact with all regulatory agencies to ensure the PPP Unit is kept fully advised on developments in this area;
- Vet and comment on specific contracts and agreements;
- Provide written opinions on legal and regulatory matters related to project development;
- Design PPP framework required to support the development and implementation of the regulatory functions, reflecting the best international practices;
- Contribute to the development of the Management Information System in terms of developing a database of relevant legislative and regulatory material, global best practice and development of standardized contractual provisions and security documents;
- Contribute to the development of PPP Methodologies;
- Manage the preparation of Standardized PPP Contract Provisions; and
- Hire and brief outside legal opinion or advice.
